The Budget negotiations are winding down in New York State and even though we have not yet received any final and official Budget language, last night, the Governor summarized the key provisions of the State’s upcoming FY budget (see minute 57 of the speech HERE for the relevant statements). As relevant to our readers, the Budget will include law that will consolidate almost all of the fiscal intermediaries.
Once again, the New York State Budget is late. The deadline to finalize the State’s budget was April 1, but with the Easter holiday and so many major issues unresolved, it is not surprising that the Legislators and the Governor’s office have not come to a consensus on a number of issues. For home care, this year’s budget carries earth-shattering proposals for almost every sector of home care. Here, we discuss the status of these Budget negotiations as we know them.
Drastic CDPAP Restructuring Moving Forward as Well
Perhaps frustrated by the difficulties of negotiating expensive healthcare priorities through the political process of the State Legislature, the State Department of Health (with the backing of the Governor’s office) has proposed to amend New York State law in significant ways related to LHCSA, FI, and MLTC common ownership, and to restructure the CDPAP in ways that would reduce the number of providers and patients receiving services in that program.
Multiple sources have reported hearing about a “leaked” proposal last night from high-ranking Assembly officials that would significantly restructure the Consumer Directed Personal Assistance Program (CDPAP), in effect eliminating it for almost all providers.
The one-house Budget rejections of the Governor’s proposals have left everyone guessing as to where the “dust will settle” as far as the DOH and Governor proposals about CDPAP, the RFO, elimination of MLTCs, wage parity, and other topics. This past week, I met with Legislative representatives alongside the New York Home Care Association and spoke to them about where these proposals stand, and if they are likely to pass.
